RESOLUTION NO. 12 – UTILITY INFRASTRUCTURE IMPROVEMENTS

UTILITY INFRASTRUCTURE IMPROVEMENTS

WHEREAS, consumers, workers, and communities all depend on safe, reliable and affordable electric, gas, telecommunications and water services; and

WHEREAS, the infrastructure of many utilities is beyond its expected service life and is in need of upgrades or replacement; and

WHEREAS, further delay of replacing deteriorating infrastructure could lead to more catastrophic failures; and

WHEREAS, recent Pennsylvania legislation gave utilities a mechanism to fund projects to expedite the replacement of aging infrastructure as long as they use qualified workers and follow standards that will govern the work; and

WHEREAS, the upgrading of utility infrastructure will create the need for skilled workers at the various utilities;

THEREFORE BE IT RESOLVED, that the delegates to the Pennsylvania AFL-CIO 41st Constitutional Convention strongly supports the Pennsylvania AFL-CIO to work with the Pennsylvania legislators and regulators to encourage utilities to begin the process of upgrading their infrastructure using skilled Pennsylvania workers.
