Resolution No. 8
STRIKEBREAKER PROHIBITION
WHEREAS, Strikebreakers (SCABS) pose a threat to collective bargaining and the scheme of both the NLRA and PLRA; and
Striking is an anticipated part and last resort in the collective bargaining process and is threatened by strikebreakers (SCABS); and
Private employment agencies regularly refer workers to employers engaged in a lock-out or where there is a strike thereby weakening the strike; and
To protect the intent of collective bargaining as envisioned by both State and Federal law demands that striking – withholding workers’ labor – is undermined by employment agencies that refer workers to be SCABS; and
Publicly run job referral agencies are prohibited from referring workers to a worksite with a Labor dispute.
THEREFORE, BE IT RESOLVED, That the Pennsylvania AFL-CIO support legislation that would prohibit private sector employment agencies from referring workers to any worksite where there is a Labor dispute.
