Resolution N0. 9

ANTI-STRIKEBREAKER (SCAB)        

WHEREAS, The use of professional strikebreakers (SCABS) is on the increase; and

There is little state regulation of professional SCABS; and

Professional strikebreakers (SCABS) have no respect for the rights of workers on strike or lock-out seeking to improve their conditions of employment; and

The use of professional strikebreakers (SCABS) undermines the effectiveness of the collective bargaining process enshrined in the National Labor Relations Act and Pennsylvania Labor Relations Act.

THEREFORE, BE IT RESOLVED, That the Pennsylvania AFL-CIO, and it’s affiliates, work for the adoption of legislation that will prohibit the use of strikebreakers (SCABS.)
