Resolution No. 11
SHUTDOWNS/SEVERANCE PAY
WHEREAS, Federal trade agreements have led directly to the loss of hundreds of thousands of jobs; and
Unrestricted so-called “Free Trade” has demolished American manufacturing with no consideration for workers who lose their jobs; and
Unemployment Compensation and Federal TRA and TAA assistance is wholly inadequate for many workers; and
Workers, in many cases, have devoted their whole work-life to an employer; and
The vast majority of employers give no compensation to displaced workers.
THEREFORE, BE IT RESOLVED, That the Pennsylvania AFL-CIO support legislation that would require employers who shut down, other than for extraordinary damage or destruction, to pay severance pay of at least two week’s pay for each year of service and require the continuation of health care benefits for a minimum of 18 months or until the worker obtains alternative employment.
