Resolution No. 12
“LITTLE” HATCH ACT
WHEREAS, Pennsylvania has on its legislative books a “Little” Hatch Act that prohibits all civil service classified public employees from exercising their full rights of citizenship in a democracy; and
The “Little” Hatch Act makes civil service classified workers into second class citizens unable to voice their political views, hold any political office, work on any campaign and other restrictions; and
The United States Congress has repealed the most oppressive provision of the Federal Hatch Act with no adverse effect; and
House Bill 2276 (Goodman v. Schuykill), as introduced, would amend the State’s “Little” Hatch Act and give public sector workers rights now denied.
THEREFORE, BE IT RESOLVED, That the Pennsylvania AFL-CIO, and it’s affiliates, work for the adoption of legislation to limit the “Little” Hatch Act and allow civil service classified workers full rights to which they are entitled.
