Resolution No. 15
CONSTRUCTION CONTRACTOR LICENSING
WHEREAS, Construction contractors are not required to be licensed on most fields of work; and
The failure to license construction contractors allows any employer regardless of prior safety records, project completions, knowledge of the work to be done, or history of poor quality to operate and bid on projects; and
The construction field has become highly skilled and technical requiring a high degree of expertise; and
Purchasers of construction contractor services have a right to know the history and qualifications of contractors.
THEREFORE, BE IT RESOLVED, That the Pennsylvania AFL-CIO, and it’s affiliates, work for the adoption of Construction Contractor Licensing legislation.
