Resolution No. 19

CONSTRUCTION CONTRACTS OFFSHORE CONTRACTORS

WHEREAS, Some builders are contracting for construction services to be performed by offshore contractors; and

Offshore contractors do not meet any State standards on safety, quality or productivity; and

Offshore contracts are “judgment” proof for any injuries or illnesses caused directly by their negligence since they are beyond the American court jurisdictions; and

Offshore contractors are simply a low wage, untrained workforce with no community routes, no incentive for safety, quality or productivity; and

Pennsylvania’s construction union workers have extensive training expertise and are top craftsmen.

THEREFORE, BE IT RESOLVED, That the Pennsylvania AFL-CIO support legislation that would prohibit Offshore Contractors from bidding on having construction contracts in the Commonwealth.
