Resolution No. 57

COSTS, ACCESS AND QUALITY UNIVERSAL, REGULATED HEALTH CARE  

WHEREAS, Health care cost increases are unsustainable at their recurring double digit rates; and

Health care cost-shifting, resulting from the affordability crisis, is collapsing the number of insured lives; and

The costs of health care are increasingly concentrated on those unions and employers able to continue paying the escalating costs; and

The number of uninsured Pennsylvanians has doubled in the past ten years; and

The workers in the health delivery system, particularly nurses, are being required to work mandatory overtime, creating a safety and health crisis; and

By every measure the employer-based health care system in the United States is in an ever-escalating crisis; and

The health providers and insurers are inefficient and operate as monopolies with no real competitive pressures; and

THEREFORE, BE IT RESOLVED, That the Pennsylvania AFL-CIO explore methods of regulating all aspects of the health delivery system similar to the PUC and /or support an all payer, tax-based system.
