Bill George, President
Bill George has been President of the Pennsylvania AFL-CIO since June 1, 1990. He started his career as a union activist with Local 1211, United Steelworkers of America, in 1960 in Aliquippa, PA and served in a number of offices before being appointed to the International Staff of the 15 county USWA District 20 in 1971.
In 1985, George was elected Secretary-Treasurer of the United Steelworkers Legislative Committee of Pennsylvania, and directed that organization's legislation and education program for five years.
George is a vigorous spokesman for the causes of Organized Labor. He serves with a number of organizations, including: the AFL-CIO’s Committee 2002, the Northeast AFL-CIO Council Executive Committee, the national AFL-CIO Appalachian Council, the United Way of Pennsylvania, the Pennsylvania Occupational Disease Study Advisory Board, and the Ben Franklin/IRC Partnership. Bill George is past Past Chairman of the PA Health Care Cost Containment Council.

Richard W. Bloomingdale, Secretary-Treasurer
Richard W. Bloomingdale is Secretary-Treasurer of the Pennsylvania AFL-CIO, a position he has held since June 1, 1994.
From 1977 through 1992 Rick served AFSCME in different positions to include: Project Staff Representative of Local 449, Assistant Director and State Political/Legislative Director of AFSCME Council 13 which represents more than 75,000 public employees and health-care workers in Pennsylvania. His direction and leadership proved instrumental to the enactment of legislation vital to workers and their families.
Rick is Chair of the Pennsylvania AFL-CIO Public Employee Committee; a member of the Board of Directors of Drug-Free Pennsylvania, Inc.; Treasurer of the Keystone Research Center and Treasurer of the United Way of Pennsylvania. He also sits on the Labor Advisory Board of the MFS Union Standard Trust Mutual Fund. Rick has recently lectured on Workforce Development at the U.S. Army War College in Carlisle, PA.
In December of 2003, Rick was appointed by Governor Rendell and confirmed by the Pennsylvania Senate to serve on the Unemployment Compensation Board of Review. In August of 2005, Rick was appointed as Chairman of the Unemployment Compensation Board of Review by the Governor. He also serves as a member of the PA Unemployment Compensation Advisory Council.
