RESOLUTION NO. 53 – URGING THE U.S. ENVIRONMENTAL PROTECTION AGENCY TO PROVIDE NEW SOURCE GREENHOUSE GAS EMISSION STANDARDS THAT WILL PERMIT THE CONSTRUCTION OF ADVANCED COAL-BASED ELECTRIC GENERATION FACILITIES, AND TO DEVELOP GUIDELINES THAT SUPPORT THE ROLE OF STATES IN REGULATING CARBON DIOXIDE EMISSIONS FROM EXISTING COAL AND NATURAL GAS-FUELED POWER PLANTS

URGING THE U.S. ENVIRONMENTAL PROTECTION AGENCY TO PROVIDE NEW SOURCE GREENHOUSE GAS EMISSION STANDARDS THAT WILL PERMIT THE CONSTRUCTION OF ADVANCED COAL-BASED ELECTRIC GENERATION FACILITIES, AND TO DEVELOP GUIDELINES THAT SUPPORT THE ROLE OF STATES IN REGULATING CARBON DIOXIDE EMISSIONS FROM EXISTING COAL AND NATURAL GAS-FUELED POWER PLANTS WHEREAS, reliable and affordable energy supplies are vital to Pennsylvania’s economic growth, jobs, and the overall interests of its citizens; and WHEREAS, the Pennsylvania AFL-CIO supports an all-the-above energy strategy because it is in the best interest of Pennsylvania and the Nation; and WHEREAS, Pennsylvania has abundant supplies of coal and natural gas that provide economic and energy security benefits; and WHEREAS, coal provides tens of thousands of skilled Pennsylvania jobs in the electric generation, mining, and transportation sectors, and affordable and reliable electricity to the citizens of Pennsylvania; and WHEREAS, more than a dozen coal-based electric generating units in Pennsylvania are expected to close by 2015-2016 as a result of U.S. Read More
